We are in strong support of the Alabama Public Library Service (APLS) board’s decision to strengthen the Alabama Administrative Code regarding publicly funded libraries in order to protect children.
 
In 2024, APLS took a first step by adopting a policy prohibiting libraries from purchasing or acquiring sexually explicit or otherwise inappropriate materials that are targeted or published for minors ages 0–17. We urged them, at the time, to clearly define “inappropriate.” While the policy was a victory, its vague language left a loophole that many libraries continue to exploit.
 
Now, during this critical 45-day comment period, we call on the APLS board to show courage and take decisive action. The policy must be sharpened and codified to ensure our libraries serve families, not special interests. Specifically, we demand:
 
  • Explicitly include “sexual orientation” in the administrative code changes.
  • All materials published for or targeted to minors 0-17 prohibited for purchase or acquisition under current policy must be removed and may not be relocated within the library.
  • Incorporate APLS’s own definition of “sexually explicit” directly into state code.
  • Mandate automatic removal of inappropriate material without hiding behind the outdated “Miller test” for obscenity.
  • End the burden on parents and citizens—no public challenge should be required to remove objectionable materials.
 
The time for half-measures is over. Alabama families deserve libraries that reflect our values, safeguard our children, and respect parental rights.
